Public land or private land? It decides who clears it
Coventry City Council deals with fly-tipping on land it's responsible for. You report it through the council's fly-tipping reporting route on coventry.gov.uk, giving the location, what's been dumped and a photo if you have one. Reporting matters even when you're going to clear it yourself — it creates a record, and enforcement officers can check the waste for evidence before it's moved.
What the council won't do is clear private land. Under duty of care, waste dumped on your driveway, in a shared rear alley you own a share of, on a business forecourt, in a service yard behind a Foleshill parade or on a plot of land you're sitting on until planning comes through becomes your problem to remove and dispose of lawfully. Dragging it to the kerb doesn't fix it — that's fly-tipping in itself. Passing it to an unregistered "man with a van" doesn't fix it either, because if it turns up dumped again with your post in it, the liability comes back to you.
